Bluetooth Controllers only work when USB Keyboard is plugged in

USB Devices connected: USB keyboard, 64GB USB Memory Stick which holds the ROMS etc
Controller used: 2 joy-cons over bluetooth
Error messages received: no error messageHello, I've started using RetroPie on a Raspberry Pi 3 B for the first time. It's a completely clean install of the latest image, and the I ran Update from within which fixed an issue I was having with the built-in Scraper.
I configured everything with a USB keyboard connected from the start, and then I connected (bluetooth) 2 Nintendo Switch Joy-Cons as separate controllers. They work great in the UI and in game.
However when I unplug the USB keyboard, both Joy-Cons disconnect, and won't reconnect! If I re-plug the keyboard, they connect! If I restart without the keyboard connected (through SSH) they Joy-Cons don't connect either! It seems like a strange issue to me but hopefully it is easy to resolve...
