When modifying options and trying to record the configuration I get an error that can not be recorded with nes, snes, megadrive. I use overlays for games ... if I delete the folder / opt / retropie / configs / all / retroarch / config / system / ... then if you save the configuration in / opt / retropie / configs / system.
I am in retropie 4.4.2 with retroarch 1.7.5 although with 1.7.1 it also failed.

You probably changed some permissions for the file/folder containing it. Don't delete folders nilly/willy, this will probably cause other errors.
Check the permissions for the /opt/retropie/configs/all/ folder and make sure the pi user can write to that folder. Easiest would be to re-install the RetroArch package, this will apply the correct permissions on the config files.
