I have a RPI 4b and am running Retro pi 4.6. I can't get my xbox one s controller to connect through bluetooth. Would love some advice.

Try installing the xpadneo [1] driver and re-do the configuration for the controller - pair it via Bluetooth and configure it in EmulationStation.
