ES runs full screen but cores don't

I am trying to get my Mega Drive games to run full screen 4:3 (no top/bottom black borders), but I can't get it to stick. I've tried editing the settings and saving core overrides and forcing save on exit and both don't work. Emulation Station is full screen 16:9, so it isn't overscan
