I bought my raspberry pi with no research. I saw this site and the ease of deployment and went to Micro Center and bought a Raspberry Pi 4 with a nice little NES looking case. Out of the box RetroArch was not able to play N64 games at all. I tried retropie/emulation station with similar results. I am trying different prebaked images from Arcade Punks. The N64 tweaks are great, but I notice the images are bloated with a lot of stuff I don't want.

My end goal is to have playable performance for NES, SNES, Gensis, N64, and Dreamcast eventually.

Is the Pi 4 a good option or at least going to be able to keep up? I have noticed that in N64 you can make tweaks per game, is this typical or just related to N64? Is there a way to transfer tweaks from a canned built image to a fresh install of RetroPie?

Use the image from retropie.org.uk/download and it should work fine, we don't support 3rd party images.
