      So, I can’t find a way for this to be done. I’m hoping someone can lead me in the right direction to program such a thing.

      I want to be able to press a button in-game (such as the touchpad button on a PS4 controller) and have it give a pop up screen with an image I created showing various hot key combinations for the pi, such as save state, retroarch menu, etc.

      How would one go about setting this up? Would I use overlays and somehow make an overlay display/not display based on a button press?

        I like the idea. I've used images at the launch dialog screen, but your idea is sweet!
