SNES Crop Overscan

Hello,
I was doing some routine testing after an update and noticed SNES was showing a different picture with my custom overlay. When I originally applied my overlays to all the systems, I made sure that the screen went right up against the edge to cover any black/blank areas.
Now when I go into SNES (does not appear to affect other systems) I can see there is a gap in my overlay:
I know this is very small, but considering the time I took to make all of these overlays seamless, I can't help but wonder what changed.
After looking through options I saw "Crop Overscan" which I decided to mess around with:
Now the picture appears to fit better, but there is a significant chunk cut off on the left and right sides by my overlay. After turning the opacity down from 1.00 I can see how much is missing:
Does anyone know what changed with SNES and if there are any better solutions? Maybe before this I had the full picture with overscan and all squeezed between the overlay. Otherwise I don't know the history of the overscan settings in Retropie, I never messed with them.

Hello, just wondering if anyone noticed this issue with perhaps some older overlays? I would rather not have to go in and adjust all my SNES overlays (since they are all individual files).

@greenhawk84 can I see your:
/opt/retropie/configs/all/retroarch.cfg /opt/retropie/configs/snes/retroarch.cfg
The game override config that sets the overlay, e.g.:
'/opt/retropie/configs/all/retroarch/config/Snex9x/Ninja Gaiden Trilogy (USA).cfg'
...or
'/home/pi/RetroPie/roms/snes/Ninja Gaiden Trilogy (USA).zip.cfg'
...and the overlay config that that file points to, e.g.:
'/opt/retropie/configs/all/retroarch/overlay/gamebezels/snes/Ninja Gaiden Trilogy (USA).cfg'
...and the overlay image itself that that file points to, e.g.:
'/opt/retropie/configs/all/retroarch/overlay/gamebezels/snes/Ninja Gaiden Trilogy (USA).png'
