RPi2 10+ usb hdds not seen, loses network, freezes

Raspberry Pi 2, 10 port powered usb hub, powering 9x portable hdds and 1x mains powered hdd works great.
As soon as i add another usb hub, whether powered or not, the mains powered hdds on that 2nd hub don't show but cause the Pi to disconnect from the network and crash. On reboot it does the same.
i get the same result by plugging the 2nd hub into the first as a daisy chain. its like 10 is the maximum it can handle.
if i use each hub independently of each other no problem. Automount disabled.
Anyone have success in more than 10 drives attached on later models?
