Pi4 with vertical screen orientation - newest advice?

I'm running Retropie on an arcade setup, and I want to run a vertically oriented VGA screen with a Raspberry Pi 4. It's not clear to me what the latest correct advice is on how to do this.
I have tried updating my /boot/config.txt file with 'display_rotate=1' but this does nothing.
In EmulationStation's latest updates, it says "NEW FEATURE: Rotate Screen support"

But clicking through to the github link

Is this correct?
Could someone outline the steps that need to be taken in 2022 using a Raspberry Pi 4.
There also seem to be lots of conflicting questions about- Does this only affect Emulation Station, but not the actual games themselves?
- Does this cause a performance hit like the old method did?
- Do I need to modify each emulator to run vertically as well? If so, could someone point me to a good resource for this.

RetroPie Version Used (eg 3.6, 3.8.1, 4.1 - do not write latest): 4.8
Built From: (Pre made SD Image on RetroPie website, Berryboot, or on top of existing OS etc.. - please provide the filename of any image used): Premade SD Image for Pi 4 retropie-buster-4.8-rpi4_400.img.gz
USB Devices connected: Keyboard, j-pac adaptor
Controller used: Arcade control board via j-pac, and keyboard, and bluetooth PS4 controllers eventually
Error messages received: NA - screen is horizontal

Yes.

For EmulationStation, not so much.
Do I need to modify each emulator to run vertically as well?
Yes, though for RetroArch you can change the main configuration and it will be applied to each core.
