Can you add some more info about your setup, as detailed in https://retropie.org.uk/forum/topic/3/read-this-first ? What Pi model, what TV are you using ? How is TV connected - HDMI or Composite cable ? Are you sure the cable is functional ?

@mitu I have a samsung plasma tv pn50c6500tfxza and I don't know what retro pi model I have. It was given to me by my father-in-law. Before it turned on via usb-c cord and a hdmi-hdmi cable. The television has four hdmi inputs and none of them worked it also has a PC and AV input. I hope that helps

Not much info to go on. If the Pi powers from an USB-C port, you most likely have a Pi4, but that model has 2 mini-HDMI ports - the video cable is not HDMI-HDMI. If that's the case (you have a Pi4), try swapping the mini-HDMI ports, use the one closest to the USB-C port first and then the second one. Connect the port before powering up the Pi and see if the TV acknowledges that something is connected.
There's a troubleshooting page on the Raspberry Pi forums for booting problems - https://forums.raspberrypi.com/viewtopic.php?t=58151#p1485558 - you might want to take a look at it to see if your Pi starts up correctly, based on the LED blinking pattern, and the Pi is not damaged or malfunctioning.
