Libretro cores with Retroarch are used for most of the default emulators in Retropie.

Libretro is a cross platform API for emulators (and other things) that provide input/output/graphics/audio libraries for existing (and new) emulators. It lets emulator developers concentrate on emulation, and helps old emulators to be ported to modern hardware (very important for the pi!)

Retroarch is a UI for libretro emulators. Even if you don't ever see it, it is used for
      configuration, saving/load, shaders, etc.

So yeah, show them some love! :)

Yes, retroarch is a good system to develop a game from scratch and played it on retropie/recalbox (raspberry pi) without configuration, specific drivers for graphics, input, sounds. The development it's more efficient and fast :p. My own Bomberman build with libretro and for me and my friend run very well on my pi ^^
