Three issues - (roms not populating, special hotkeys menu not present, f4 drops to command line)

I installed retropie today. over the last 6 hours i've tinkered with it extensively and finally threw in the towel, and i'm here:

Roms are copied over to the right folders on the pi. I've confirmed this with the command line.

i can't seem to find where to set up special hotkeys for my controller. perhaps because i have no emulators listed? Which i assume i have no emulators listed because there's no roms being loaded.

hitting f4 to restart emulationstation causes system to drop to command line and not reboot software. can reboot proper from menu
So. i'm using usb stick method to move my rom files over. i've doubled down - i left both zip files in and extracted the .nes files so there's plenty. I've even tried to write my own xml file to include roms so emulationstation shows the emulator inquestion. maybe its something as simple as i don't kno how to see more than the retropie and its 13 'games'?
I have no wifi or ethernet dongle to hook up to the pie to use network solution/samba/ftp

partially resolved. i had a setting enabled that was preventing new games from coming in via the scrape options.
I see the problem.
The problem is you have enabled ParseGamelistOnly - which will mean it doesn't scan for roms and only shows items from scraped gamelists. Hence your roms are not showing up.

Parse Gamelists Only: If on, it will only read the roms you have scraped, so if you add any new roms it will not look for them unless you turn this back off. it is off by default.
also - are you aware any es_systems.cfg in /home/pi/.emulationstation will override the retropie-setup generated /etc/emulationstation/es_systems.cfg - you probably dont want that unless you are happy to maintain it manually.This content on

Resolved the roms not appear.
I'm still dealing with being unable to set hotkeys on the controller.
