That is an unofficial image that isn't supported on these forums. Someone here may be willing to help you further, but you'll likely need to seek support from the location where you downloaded the image unless you're willing to start over fresh with an official RetroPie image. In the interest of concluding this specific issue, I'll just recommend that you validate the MAME ROMs that came with the image and rebuild if necessary, or otherwise acquire a new set that you can be sure is 0.78, also known as the "MAME 2003 Reference Set".

I've been enjoying retropie 4.3 and I finally found out how to enable cheats in mame (mame4all)

If you edit
/opt/retropie/emulators/mame4all/mame.cfg
and change
cheat=no
to
cheat=yes

You'll be good to go.

I'm only posting this here because googling "retropie mame cheats" always leads me here.
