Is F1 supposed to bring up configuration options in the Vectrex emulator?

I thought I had done this before I had to reinstall, but now it doesn't work. F1 works in some of the other emulators I've found.
I'm trying to assign overlays.

@neurocrash Nevermind, it was supposed to be opened with the Hotkey+X button, but on the diagrams for controller buttons reverse the X and Y keys, so I had them mapped backwards.
