How can I restrict user rights?

I'd say to take a backup first if you're concerned something might happen.
For restrict access, you can probably change some settings:

switch EmulationStation to Kiosk mode, so ES settings will not accidentally be changed. Make sure you hide the RetroPie-Setup script in the RetroPie system so it's not accessible.
remove the Runcommand launch menu from the settings.
disable the SMB shares and the usbservice

RetroPie doesn't enable the root account, though the pi user has sudo access - you can probably remove if you wish.

And yes. I make a dd (clone) from the SSD before ( I work with a SSD. Not with SDcard on the Raspberry).

Look into https://retropie.org.uk/docs/Child-friendly-EmulationStation/#ui-modes and see how the UI modes (Kid/Kiosk) work. Make sure you know how to switch modes, so you will not get locked into Kiosk/Kid mode.

If the machine is in the bar, can I define an extra button for "exit game"?
If someone wants to leave the game, this should be possible without instructions.

I don't think there's any misunderstanding here - it doesn't matter how much time the machine is used in a commercial place, it still qualifies as commercial usage.
If you friend wants to have an arcade machine in the bar, then they should purchase one, along with the licensed games included.
