Underpowering retropie for an extending time period

I would just like to know what happens if I underpower retropie for an extended amount of time. I am currently waiting for a better power supply but want to get started with my current project. Also, I am having trouble putting in the country so I can set up wifi. It talks about raspi-config here and here but I'm not sure I understand. Simple explanations would be appreciated. Thanks in advance! :)

Okay so I figured out where the raspi-config menu is. It's right there lol. The instructions say I need to run this from the command line. "sudo raspi-config" Where is the command line?

You can reach the command line by exiting EmulationStation from it's menu (or pressing F4). However,
raspi-config
is right there in the RetroPie menu and you can start it from EmulationStation (it already starts it withsudo
). -
Thanks! I'm a little hesitant because everything is underpowered. I think I'll wait until I get my new power supply. So wait, if I open up raspi config will it take me to the menu where I can put my country?
