Retroarch menu

Hi,
I'm getting a little frustrated with RetroArch. I'm running the latest version of RetroPie on my pi4 4GB. Version 4.7.1
Basically I can't bring up the retroarch menu with the keyboard. It displays when I use the hotkey and Y on my Xbox 360 controller and F1 closes the menu on the keyboard once in, but I can't bring it back up with F1 and none of the other keyboard commands work either.
Is this an issue with my Pi configuration and my keyboard? I've tried a generic keyboard and a my Logitech K260. Nothing working.
Second problem is mouse. Yesterday I got Operation Wolf to work with the mouse, but I can't get it to work now. I'm not even entirely sure how I got it to work in the first place. Turning off the Xbox 360 controller now just makes the mouse go up and down, no where else.
I'm sure you'll provide me with an easy fix, but for the moment I'm completely stuck!

@mattyc64c i believe if you have a controller plugged in, with a bound hotkey, it will then require that hotkey to be pressed in order to use keyboard functions as well.

Sorry, but that's not a very good reply is it. When I used 4.6 which ran on top of Raspian, the keboard worked fine. F1 brought up the menu and closed the menu regardless of whether a controller was inserted or not.
Weirdly though, if I'm in MAME and press the tab key, the MAME menu shows up?? Just get the RetroArch menu via the keyboard.
What gives?
And also, why can't I get the mouse to work in games like OP Wolf, you didn't even try to answer that one. I'm a complete noob to Retropie. I've used Retroarch on PC and had none of these problems!

Can you forgive me little rant earlier? Sorry. I've had a good play with it now and I think it's working. And I understand what you mean by pressing the hotkey and F1. Is there a way to have it by pressing F1 alone?
I've Reset Retroarch config and plugged in a Wired Mouse and keyboard and OP Wolf is working now.
I've also changed my RetoArch to Ozone just like my PC. It's much less confusing now. It's going to take some time to get used to this :)
