MAME2003, Rgui vs Tab

Emulator: lr-Mame2003This isn't so much of an issue as a request for information. I know that retroarch control configurations are in the retroarch.cfg file and that the local settings override the global. What I'm trying to understand is, in Mame, when you press tab, where are those control configurations stored? They appear to be tied to the retropad mapping so how do they work with the Rgui bindings?
In Double Dragon my controls appear to be bound correctly in Rgui. However, they still don't act right in the game (right analog stick is making the guy kick and punch). Since the Rgui settings appear to be correct, I figure the issue lies in the other "binding" if that's the right word for it.

basically all libretro emulators only see the retropad abstraction. so regardless of what controller you use, the emulator will only see 'Retropad A button', 'Retropad B button', etc. if you rebind something using the TAB key, what you are saying is 'Button 1' in mame is changed from 'Retropad A button' to 'Retropad B button', etc.
