Launch Controller Config when Up and Down wont register

Controllers were working fine went to install the powerblock turned it back on and everything works except up and down. So I cannot scroll and select anything to reconfigure the controller. I plugged in a keyboard logged out opened /opt/retropie/configs/all/retroarch.cfg and everything looks fine. Is there any way to delete the controllers so it automatically runs the setup when it turns on?
