Help needed for generating GameList.xml with videos

I recently downloaded a large archive that contains some videos for some systems, most likely "transfered" from an older HyperBase (HyperSpin ROM database).

I would instead like to create a more recent and complete setup from EmuMovies along with box art. For SNES for example, I have 852 PNG boxes, 852 240p mp4 videos and of course 852 ROMs, all correctly/accordingly named.

Descriptions and ratings are not essential for me but if there's a tool that I'm not aware of, I'd like those too. Therefore my question is, how can a "video + art" GameList be generated based upon folder contents?

Are you going to update them according to EmuMovies databases? I downloaded a package from a YouTube link and they were based upon older HyperBases.
