Mame frame rate increases with d-pad controller

Hello everyone, I’m not sure if anyone can help me out with this, but when I run tmnt from the arcade folder and if I hit the d-pad down for some reason the games frame rate increases and it’s like in turbo, I’ve also noticed that it keeps wanting load a saved state when there isn’t one saved.
I’ve reset the buttons in emulation station. I’ve deleted the configs so that I can start fresh again when I hit tab in mame but not sure where or how the frame rate is being increased.
Any help would be greatly appreciated. -
