Permissions stuck as "read-only" for gamelist files

I tried:

sudo chown -R pi:pi /home/pi
sudo chown -R pi:pi /opt/retropie/configs

But it fails telling me I have a "read-only system". I've looked around, but I can't find a direct answer to my dilemma. Is this a n00b mistake? I did have a couple power fluctuations recently that may have screwed something up. Does anyone have ideas?

I'm using a RPi 3B+ with RetroPie 4.4.8, roms on a USB drive, OS on the microSD.

I've physically removed the microSD and the USB and reseated them thinking it might be a loose connection somewhere. No luck.

@IanDaemon you cant change permissions on a usb drive as it is formatted in fat32 or ntfs.
