I have one controller linked to my raspberry pi 3 a+ via usb encoder. I have an identical controller with another usb encoder. Would a USB splitter such as this be able to make a 2 player arcade machine? Here is a similar joystick.

No, the splitter doesn't allow for 2 devices connected to work simultaneously. In the description it says:
- Splits into two USB 2.0 female
- Out of two female, one is for data and the other one for charging only
- One female USB 2.0 is for data and charging
- One female USB 2.0 is only for charging
You need an USB hub to plug in more than 1 device through a single USB port (like the 3A+ model).

Regarding the same details could you please explain why when I configure my controller the wifi setup does not seem to remember the configuration it inverts the controller directions so to go left I have to press right. Buttons do not work at all even when they are setup? Please help

What USB encoder are you using ? Have you wired the controls (joystick/buttons) correctly ?
-
@mitu I am unsure; yes I have
-
Try to test the encoder using
jstest
- (see here) - to check if the joystick and buttons produce correct results.Is there a schematic you've followed to wire the joystick and buttons to make sure they're correctly wired ? Or does the encoder has labels for each connections indicating the correct wiring ?
