Bluetooth Controller Recognized but does not work

None of the solutions suggested in previous posts worked. I have a Switch Pro Controller I have been trying to connect to RetroPie over bluetooth. I can connect the controller to the Pi and through the RetroPie setup script.
However, when I try to configure the controller when first booting up emulationstation it says there is a gamepad detected but none of the buttons work.
When I run jstest on the device all of the buttons are off.
Interestingly when the controller connects to my PC or through bluetooth its labeled as a "Pro Controller" but when I connect the controller wired to Steam it is recognized as a "Xbox 360 Controller"
