Pi 3B+ Peak Performance.

Hello RetroPiens (I think that is plural for retropie users)
I have a Raspberry Pi 3B+ with a passive cooling heatsink running (I think) The latest version or retropie installed about a week ago. I used it at 1080p and tried to run some Mario 64 on it but the audio was choppy and had a bad framerate.
My question is, Can a Retropie 3B+ run N64 games stably (30+ FPS) with the appropriate hardware and software optimizations, cooling and power delivery?
If yes, then, how do I do it, can I manage to achieve that, can it go beyond N64? Will I have to overclock It? What cooling solution should I use to get peak performance?
Thank you in advance to everybody who will help me (a retropie noob) to try and achieve this feat.

Not really. Some N64 titles don't run well (or at all), even on a Pi4.
