@10vorne scummvm doesnt host data files, they just tell you which files it needs to run, so if the files you have reflect those, throw them in the scummvm rom folder (I usually keep games in their own subfolders) then launch it from the scummvm gui

Well thanks for trying anyhow! I have it working on dosbox on my laptop, no issue what so ever. Must be some config in my Pi's dosbox that won't allow it to work. Will need to continue research, thanks!
How can I have it set up to where the game details are assigned to the folder
While in Emulation Station, highlight a folder, press 'select' and choose the option to set metadata. At the bottom left of the resulting window you'll see the option to scrape information. Once completed, the folder will have whatever game data was chosen during this process.
I have all the ps1 roms working. Still can't get any T-16 cd roms to load.
I made sure the Bios files is right. The problem must be that instead of the bin file.....there is an ISO image file that does not end in an extension.
