      If this service is enabled and he copies ROMS to the USB flash into the newly created folders and then reinserts the USB into the retropie does it auto copy of the roms to the internal storage or simply play them from the USB?

        @sumerian It should copy them to the SD card inserted in the Pi.

          @sumerian If you want to play ROMs from a USB rather than transferring them to your Pi this can also be achieved. All the instructions are in the wiki. I don't do it myself. I have 300+ hand chosen ROMs on a 32GB card. I still have 21GB available, even with all the other stuff I have on the card. Saying that, I don't use anything over 16bit Systems and standalone MAME/ aracade games. Full ROM sets are pointless, with too much crap and not needed by the "ordinary" gamer.

              @columboscoat I try that now and it said when I click on Retropie setup it takes me to make a black screen with code and says installing packages needed and then says unable to install packages

                            @Bear-Claw ok. Lets go back to the start. The first thing I would recommend is reinstalling the image. And then everyone knows you have a stock set-up.
