ISSUE RESOLVED.

@BuZz Thank you for posting the video, as it convinced me to do a fresh install. The new tools that are detailed in the video specifically for 8Bitdo bluetooth controllers have worked flawlessly, and it took far less time to re-install than it would have to troubleshoot.

@Macon-Ebbs , set your video inside retropie to 16/9, ratio, when your game starts to load, hit a key , then look for video settings for emulator , then select 16/9, this will fix everything... let me know

Did you install the gamecon driver manually or via the retropie-setup option ?

Yes press tab when the game loads and goto dip switchs the option is there if the Rom supports it

I've done a little more research and most conclusions point to power supply, but mine seems stable.

I'm drawing a blanc so any help would be much apreciated!

@gugah Your right, the Pi's don't have an internal clock. It's funny but if you connect to the Internet using the ethernet the time is updated, but not via wifi. I think this is a raspian problem, not a retropie problem. Here's what I did to solve this annoyance. I first installed 'rdate' using the command line (sudo apt install rdate). Then I edited /etc/rc.local so the date will be updated on boot as long as you have Internet access. On the line just above the exit I added "sudo rdate -n -4 time-a.nist.gov &". This will connect with the US Gov site to update the time. Sometimes the site is down so it may not work every time. This site has all the details plus many other links if this one is down. "http://tf.nist.gov/tf-cgi/servers.cgi" Let me know if this helps. Just another tool in my toolbox.

I've never been able to figure out where lr-mame2010 puts its 'cfg' folder. Based on @UDb23's findings here, you might simply be able to find it in ~/.

@F117 It may well work on Windows 7 but we are not using a Windows OS or the pcsxr emulator!?!!? RetroPie provides 3 choices as detailed

@BuZz Oooooh, yeah, I was thinking overscan_scale was a proportional scale, which didn't work for me. I'll uncomment the line tomorrow when I get back to it.

Yes, all my values are negative. I was originally having an issue where with overscan on, there was still a black border around the whole image. Negative values let me adjust the overscan so it was appropriate. The comment left in the configuration file by the dev told me to do it. If it was indeed an exploited bug, then maybe it's just ignoring the negative and treating it as positive. Lol. Aspect ratio is 3:2 on everything as well.
