You can use an external application for that (Twitch/Discord/Mumble), if you want to host a chat server (since RetroArch doesn't offer this functionality at this time), then use Mumble to host your own chat server. You might want to get a separate PI for the hosting the server, since the Pi might not be able to drive both the emulators and the voice/chat server at the same time.

I just remembered that Retropie is doesn't support Buster yet so it would'nt work on Retropie just yet.

I just tested Streets of Rage 2 with lr-picodrive over LAN and played until the 2nd stage and it ran very smoothly. No sync issues or little half second pauses. Much better experience than lr-snes9x2010!
