I don't think you'll be able to use Ubuntu 16 to install RetroPie, even if you check out the 4.5.1 version - most of the packages will not work with that old Ubuntu version.
You can try installing the current Debian release or a more recent (18.04) Ubuntu version and install RetroPie as explained in the docs.

@emrecaglar if you need any help to set it up please let me know - I went through some of problems with this combo (it's a bit more problematic than RetroPie for Pi :)).
For sure you can change priviliges for config files as you won't be able to save any config in RetroArch:

sudo chmod -R 777 /opt/retropie/configs/

Please just be mindful that this way you give access to this files and folders to EVERYONE which means that if someone connects to your computer then it has full access to all files and folders in this path.
In my case it does not matter as I don't have constant network access to this device (it sits in arcade cab with no lan/wifi) so not much of a deal for me :)

So with 4.4, most core and main packages installed, but there were a few that wouldn't. lr-stella, lr-pcsx-rearmed failed to build.

So in short - trying this is a mixed bag. Some things will build. Some things won't.
At least the raspberry pi image is a stable platform, but doing PC builds will always be a forever-forward moving target

Update: Solved!

After the dist-upgrade all packages we installed but still needed to run "sudo dhclient" to get networking..

I then removed policykit-1 and reinstalled network-manager
and that did the trick!

@mitu As the 16.04 still has support until 2021 I will still keep with it a little bit and continue reading the comments, if in a while there is nothing very negative about the 18.04 I upgrade. Even because this pc is an old Dual-Core Celeron that I use as a retro console and to watch some videos.

@prog-amateur I would also like to know the steps taken to add BGM to RetroPie. This would be a great feature to be added

okay i have mode you script a bit
im using ubuntu 19-04 x64
make a folder named splashscreens in $HOME/RetroPie and put all your videos in that folder
put this in you script
chmod 755 you script

this script plays a random video form this folder and load emulation station
the only isuse i have whit this is it show a little splash screen on top of video that emulation station is load-et, but it diapers ;)

#!/bin/bash #hides the menubar and desktop #gnome-terminal --full-screen --hide-menubar #starts Retropie gnome-terminal --full-screen --hide-menubar -- emulationstation & #Plays video in VLC then exits. Replace quoted part with your video's location. vlc --random --play-and-stop --play-and-exit --fullscreen --video-on-top --no-video-title-show "$HOME/RetroPie/splashscreens" exit

Ordered a processor that will support a 64 bit OS, and then I'll install a 64 bit version of Ubuntu. Will see if this fixes the issue...

Did you ever figure out how t o achieve this?

Probably due to the way you are launching ES. Use the autostart feature from retropie-setup configuration to make it start automatically and it will work fine. It has to be launched attached to a terminal.
