This has definitely worked in the past for me, has support for it been removed recently? The same settings work fine when specified at boot time.
The tvservice and support for video mode switching are not part of RetroPie, but a Raspbian/Kernel+firmware feature - it was certainly not removed in RetroPie. What does 'in the past' mean ? 1 year, 1 week, etc. , before doing any kernel/firmware updates, using a certain RetroPie version maybe ?
What version of RetroPie are you running (specifically) and how it was installed ? Can you post your config.txt configuration file ?

The issues i keep running into keep changing
now for some reason when i try to set up the wifi country in the retropie settings i get an error saying "could not communicate with wpa_supplicant" and then it says "there was an error running option I4 change wifi country" what do i need to do to fix this issue? i believe it is because of this that the ethernet on the raspberrypi isnt being accepted either
There isn't other image - if the weekly snapshot images are not working for you, then try the official Raspbian Lite image and install RetroPie manually - https://retropie.org.uk/docs/Manual-Installation/. Does the official Raspbian image works on your 3A+ ?
If anybody sees anything interesting in there please let me know. I can't figure anything out in this file sadly.
I don't know if it's of any interest but I plugged in my USB pendrive, ran RetroPie, hit F4 to exit EmuStation, ran the command dmesg > /tmp/dmesg.txt, ran emulationstation, played a PSX game which froze pretty much instantly, exited the game, took the file via WinSCP and there it is.
@tacticalpotato you cant use the pi 2/3b heatsink at all. The cpu and other chip are in different locations and height. Kintaro has a 3b+ version. Not sure if they sell it seperately or only with the pal version snes case that is on pre order. You can contact kintaro on Facebook. They are some nice and responsive people.
