Powerblock works fine on Retropie/Raspbian. Open/LibreELEC are embedded systems so if it doesnt work OOTB, it is generaly a pain in the ass to make it work. The support for it should be given by them if they are interested.

As described at https://github.com/petrockblog/SNESDev-RPi#button-polling a shutdown command is issued when the button on the GPIO adapter is pressed five times. Maybe that signal is somehow inserted into the RPi when you connect your controller(s).
The dmesgcommand might give you some more insights into what the shutdown is causing.

You are right, the two pads that are nearest to the 1 must be soldered.

From measuring the USB power drain from the power supply (inline USB measuring) the ControlBlock2 is pulling 5.06V and 0.421A when the yellow warning is in the upper right corner. I didn't measure the 5V output from the Pi or ControlBlock itself as I don't have my multimeter here.

Well finaly i got to putting om my new powerblock after putting in the script code it seemd like it went the same way as the previous version with the rebooting and all.

I removed the powerblock went in to the retropie setup and updated the installation script, then went to the drivers and installed the powerblock from there.

After a reboot it works like a charm now.

I've tried doing exactly this, and cannot get Player 2 to work in Arcade for the life of me. It works great in NES, SNES, etc... but doesn't work at all in Arcade. Any tips/advice?

You can download and install the latest revision of the PowerBlock driver. You can control the shutdown action now with a shutdown script, see https://github.com/petrockblog/PowerBlock#shutdown-script.
