There's a program for Windows called Paragon EXTFS that allows Windows to see the linux partition.
With that program you can drag and drop files on the sd card.

I haven't tried from a usb but hopefully those posts will give you something to play with. interesting the overscan thing fixed it. I guess I've always had it disabled so I never noticed.

If its working for you then I don't see why there is any problem with your implementation.

Thanks for the reply. The first link you provided offered a decent solution. It seems the trouble is in randomizing from the USB. When running a single video it has never failed, but it just wouldn't work with the randomizer.

That said, following the advice in the article I moved my videos to the /opt/retropie/supplementary/splashscreen/ folder and deleted the default splashscreens I don't want and everything seems to be in order.

On usb the folder is named splashscreens. I will eliminate the plural as a test but doubt that is the issue because the folder is displayed as a selection and appears correct. The good news is I don't plan on changing the splashscreens too frequently so this solution will work for now.

Thanks again! I hope this thread helps someone else.

Hmm. I followed your advice and copied the video-splashscreen over to /home/pi/splashscreens and changed the line in /etc/splashscreen.list accordingly. Strangely this doesn't work, the splashscreens never appears.

I even double- and triple-checked the paths and tried different folders, but the splashscreen won't show up.

      Edit:

Just got it to work. After copying it over to /opt/retropie/supplementary/splashscreen/ to the default splashscreens and selecting it it works like a charm!

guys watch out the script it uses is located at http://eazyhax.com/pitime/expand_to_external_drive.sh and adds avoid_warnings=2 to /boot/config.txt so remove it afterwards or you won't get notified anymore about undervoltage and high temprature warnings on your pi system. I only found out today.

@bmos are you using the RetroAchievements feature? It can cause this issue. The retroachievements.org server isn't that powerful and this delay can be caused when RetroArch is trying to communicate with it.

@herb_fargus I'll give the workarounds a try tomorrow but I don't think it's the same issue. I don't get any errors or crashes or anything - i can even switch to another console. It's literally that startx just leads to a blank black screen.

I was able to get Version 4.0.2 working (https://github.com/RetroPie/RetroPie-Setup/releases).

The problem might have been a faulty microsd card (two microsd cards destroyed by two rpi's in one day :-( ).

I recommend using etcher (https://etcher.io/) to burn the microsd card, it does a verify after writing the image.
